Why does rounding up the resistor matter here?

A larger resistor delivers slightly less current to the Zener than calculated, which is safe — it just means the Zener regulates a bit more loosely. A smaller resistor pushes more current than intended, risking exceeding the diode's maximum power dissipation.

Is a Zener shunt regulator a good choice for higher-current loads?

Not on its own — the series resistor wastes power proportional to current, and a plain Zener regulator handles only light loads well. For anything beyond a few tens of milliamps, pair the Zener with a pass transistor or switch to a linear/switching regulator IC.
